Management consulting for sickness absence

Absence Management Consulting

Reduce sickness absence through evidence-based consulting. Harbinger analyses absence in its economic and organisational context, identifies relevant drivers and translates the findings into actions, leadership and management routines.

For decision-makers and operational leaders in businesses where sickness absence remains above internal targets or comparable industry levels and affects labour costs, productivity or operational stability.

When absence becomes a business cost

Every day of sickness absence affects capacity, cost and planning

High sickness absence affects available capacity, overtime, temporary staffing, management time, service quality, delivery and labour costs. The challenge becomes particularly acute when rates rise over several years, teams or sites diverge and the organisation cannot explain the patterns.

Costs rise while causes remain unclear

The monthly absence rate lacks a connection with cases, teams, leadership, demographics, turnover, workload and productivity.

Activity does not always produce the intended result

Health days, workshops and other initiatives can help. Without understanding the drivers, they may miss the particular absence issue.

Managers and HR struggle to regain control

Persistent absence patterns become accepted as normal. Accountability blurs, teams compensate and costs spread to other areas.

Why absence rarely improves by itself

The cycle of rising absence

Organisations often recognise the issue but intervene in the wrong place. The rate is monitored while the drivers remain unaddressed.

The absence rate rises

More lost days, more occupational reintegration cases and greater differences between teams or locations.

Teams compensate

Overtime, cover, temporary staffing and management effort increase.

Productivity falls

Lost working time puts quality, customer service and operational stability under pressure.

Actions remain broad

Without clear drivers, initiatives are spread widely instead of being prioritised for specific needs.

The issue returns

The next reporting cycle brings the same absence problem.

Professional Absence Management breaks this cycle. A clear data picture, credible hypotheses about causes, prioritised actions and consistent management create a basis for improvement.

The economic opportunity

Reducing sickness absence from 10% to 7.5–8.2%: an illustration for 3,500 employees

We start by calculating the effect on available working days. This shows the capacity a reduction could release and where economic value might follow.

Illustrative company3,500 employees
Business typeManufacturing / engineering · multiple locations
Total employer cost per FTEAverage €71,800 per year
Calculation basis218 planned working days per year
1 · Starting point 10.0% sickness absence

With 3,500 employees and 218 planned working days, the business has a calculated total of 763,000 working days per year.

76,300 days lost per year through sickness absence at a rate of 10%.
Workforce cost base€251.3 million per year
Employer cost per planned dayApproximately €329
2 · Harbinger target range 7.5–8.2%

This corresponds to a relative reduction in sickness absence of 18–25% , depending on industry, starting conditions and implementation capability.

57,225–62,566 days lost would remain within the target range. The difference from today's position is the relevant opportunity.
Regained13,734–19,075 days
CapacityApproximately 63–88 FTE
3 · Economic effect €4.5–6.3 million

calculated annual value of regained working capacity based on the assumed employer cost per available working day.

  • More productive capacity: additional working days for output, service and projects.
  • Lower replacement costs: potential to reduce overtime, additional hours, temporary labour and external cover.
  • Greater operational stability: less scheduling pressure, understaffing and disruption to daily operations.
  • Further potential effects: quality, delivery, leadership capacity and customer service may also benefit.
Capacity13,700–19,100 additional available working days
Staff deploymentless overtime, temporary staffing and pressure to find cover
Performancemore output, service capability and productive time
Managementless operational firefighting for managers and HR

An illustrative calculation, not a savings guarantee. Assumptions: 3,500 employees, 218 planned working days and average annual employer costs of €71,800 per FTE. The amount represents the calculated value of regained capacity, not an automatic equivalent cash saving in the profit and loss account. Actual value depends on how absence affects overtime, temporary labour, understaffing, productivity, quality and delivery.

Explained briefly · German-language video

A management perspective on sickness absence

In this German-language video, Tim Grove and Jeanette Weissgerber discuss high sickness absence in the context of data, business conditions, leadership and organisational structures, and how to identify the actions likely to matter in your business.

The Harbinger approach: Analyse sickness absence as a workforce metric, prioritise its drivers and implement a structured response.

How we address absence

Evidence-based priorities for practical action

Harbinger starts by examining which patterns and mechanisms actually drive sickness absence in your organisation. Actions are then developed and prioritised according to their potential business effect.

1

Establish the data picture

Bring absence, cases, teams, leadership, demographics and relevant workforce metrics into a shared master dataset.

2

Validate the drivers

Compare benchmarks, patterns and correlations with interviews, audits and operational reality.

3

Prioritise actions

Assess quick wins and medium- and long-term options for impact, risk, return and feasibility.

4

Embed management routines

Ownership, leadership, dashboards, conversation frameworks and operating routines support implementation.

What Harbinger Absence Management provides

  • management consulting based on absence and workforce metrics.
  • a connection between absence analysis, workforce management, leadership and implementation.
  • a business case focused on cost, productivity and operational stability.
  • a tailored approach based on your own organisation.

Where the scope ends

  • a health working group as the main intervention.
  • a collection of general prevention or wellbeing initiatives.
  • absence reporting without analysis of drivers and implementation.
  • a general workshop programme in place of diagnosis and management action.

Demonstrated impact

Reduce absence and make its economic effect visible

We assess changes in absence, costs and the organisation's ability to manage the issue. Results depend on starting conditions, scope and consistent implementation.

18–25 %

Harbinger Benchmark

Depending on industry, reductions achieved in Harbinger projects typically fall within this range.

6–9 months

Potential payback range

Where absence is high, the economic benefit may cover project investment relatively quickly. Labour costs, the starting rate and achievable reduction determine the outcome.

20–25 %

Sustained reduction in a client case

In an organisation with around 1,200 employees, sickness absence remained 20–25% below its starting level two years later.

Our project approach

From a clear data picture to precise actions

The core Harbinger Absence Management service combines Phase 1 · Absence & KPI Analysis and Phase 2 · Absence Management. Optional Phase 0 establishes executive alignment first. Phase 3 supports implementation and is often commissioned alongside the core phases.

Phases 1 + 2 · Core servicePhases 0 + 3 · Optional, according to need
Phase 0 · Optional

Executive Absence Assessment

Useful where executives first need alignment, an independent assessment or a credible business case.

  • high-level KPI and risk assessment
  • one or two key stakeholder interviews
  • benchmarking and reduction potential
  • executive briefing and next steps
OutcomeClarity on the current position, economic opportunity and a suitable project start.
→
Core Phase 1

Absence & KPI Analysis

Understand causes and identify possible actions through analysis of absence, demographics, leadership and structures, tested against benchmarks and operating conditions.

  • pattern analysis and benchmarking
  • analysis of relevant workforce metrics
  • interviews, focus groups and site visits where appropriate
  • quick wins and hypotheses about causes
OutcomeAn absence profile for each area, with prioritised opportunities for improvement.
→
Core Phase 2

Strategic Absence Management

Develop actions and a practical roadmap, prioritising areas by impact, risk and economic value.

  • actions by business area, function and workload situation
  • quick wins and medium- and long-term opportunities
  • owners, KPIs and operational routines
  • transparent assessment of return and reduction potential
OutcomeBegin sustainable absence improvement and strengthen operational stability.
→
Phase 3 · Optional

Implementation Support

Useful in complex organisations, across multiple sites or where additional capacity is needed to carry implementation.

  • assess effectiveness through dashboards and audits
  • implement interfaces and routines
  • enable managers and stakeholders
  • adjust actions and sustain progress
OutcomeExternal support until the new management approach is established in daily operations.

Phase 0 is optional. It is particularly useful where a parent company requests better results, stakeholders need alignment or the economic potential is still unclear. Phase 3 is increasingly commissioned alongside Phases 1 and 2because implementation across management, HR and locations is often the most demanding part of the project.

Step 1Shared clarity
Step 2Rapid Intake
Step 3Harbinger Assessment
Step 4Executive Briefing
Data protection & employee representation

Analytical depth with proportionate data protection

Reliable absence analysis requires detail and clear safeguards for personal data. Data protection, pseudonymisation and stakeholder alignment are considered from the beginning.

Pseudonymised data can be used

An employee number or other stable identifier can support analysis. Names are generally unnecessary.

Aggregated reporting

Management outputs are combined at appropriate group levels. Small groups are not reported separately; we typically use a minimum group size of five people.

Clear safeguards

We work with an agreed data-protection approach, non-disclosure agreement, defined access rights and retention or deletion procedures. Works councils and other stakeholders are involved early where needed.

When a project is worthwhile

Where Absence Management adds the greatest value

The strongest opportunity arises where absence remains above target or relevant industry levels over time and materially affects cost, productivity or operational stability.

A strong fit if you …

  • have seen sickness absence rise or remain above relevant benchmarks for several years.
  • see significant differences between teams, managers or locations.
  • have tried initiatives without sustained improvement.
  • face substantial costs from absence, overtime, temporary labour or operational disruption.
  • need an independent perspective for executive management, HR or employee representatives.

Outside the scope if you …

  • primarily want a conventional workplace health, prevention or health-day programme.
  • only need absence administration or time-tracking software.
  • want a single standard seminar without a transfer phase or shared workplace conversation standard.
  • are unwilling to examine data, leadership and organisational structures.
  • expect a general action package without analysis of your own business.
Practical questions

Frequently asked questions about Absence Management

What is professional Absence Management?

Professional Absence Management makes sickness absence visible, analyses its patterns and organisational drivers, and turns findings into practical action. Harbinger focuses on measurable improvement in sickness absence through absence analysis, workforce metrics, leadership, clear ownership and continuing monitoring.

How can a business reduce sickness absence sustainably?

Start by understanding where absence occurs and the patterns behind the overall rate. Analyse cases as well as days, short- and long-term absence, differences between teams, leadership, tenure, demographics, turnover and operational workload. Select actions after examining these factors.

Which metrics matter in an absence analysis?

The overall rate is a starting point. Depending on scope, we examine case frequency and duration, short- and long-term patterns, differences by team, area, location or manager, occupational reintegration cases, tenure, age, turnover, overtime and productivity-related measures. The Bradford Factor may supplement some analyses. Your management question determines the useful metrics.

What data does Harbinger need for Phase 1?

We usually begin with three datasets: a current employee list with a stable employee number or pseudonymised identifier, age, tenure, gender, job title, team and manager; sickness absence by employee and case with start and end dates, ideally for three years plus year to date; and absence statistics for the company, business areas and teams. Excel or system exports are sufficient. Harbinger consolidates them into a master dataset.

How much internal effort is required?

Existing HR, time-management or attendance exports are usually sufficient for the data analysis. Harbinger handles consolidation, analysis, benchmarking and modelling. Interviews and audits focus on stakeholders relevant to the issues identified.

How quickly can results emerge?

Initial patterns and quick wins often emerge during analysis. Sustained improvement depends on the drivers and implementation. We distinguish short-term opportunities from structural actions whose effects develop over several months.

How large could the reduction be?

Potential depends on the starting rate, industry, absence patterns, sites, leadership and previous initiatives. Harbinger's industry-dependent benchmark is 18–25%. An Executive Assessment can estimate a realistic range before a larger project.

How does Absence Management differ from workplace health management?

Workplace health management typically focuses on health, prevention and working conditions. Harbinger begins with a management question: Why is sickness absence at this level in this organisation, and which actions could measurably improve it? We connect absence analysis, HR Analytics, leadership and Workforce Management. Health initiatives may be part of the response where the evidence supports them.

How does this differ from absence administration?

Absence administration records and organises sickness, leave and other absences. Absence Management examines sickness patterns and drivers and develops targeted actions. Attendance software can supply data; the management approach still needs to be established.

What role do return-to-work and absence conversations play?

Both can be valuable leadership tools. We first assess whether conversations address the patterns identified, how the formats should differ and which managers need training.

Does Harbinger offer training for these conversations?

Yes. Where the causes and required action are already clear, Harbinger offers a dedicated leadership programme for absence and return-to-work conversations . Two linked practical modules, a workplace transfer phase and an additional employment-law module help participants establish a consistent conversation standard. Groups are limited to twelve participants. Return-to-work conversations, absence conversations and Germany's statutory occupational reintegration process (BEM) are clearly distinguished.

How are data protection, works councils and BEM handled?

We consider data protection and employee representation from the start. Analysis can use pseudonymised identifiers and aggregated reports. We work with an NDA and an agreed data-protection approach, involving stakeholders as the project requires. Existing BEM processes and metrics can provide context while remaining distinct from Absence Management.

Can we book the Executive Assessment independently?

Yes. Phase 0 is designed as a standalone assessment. A focused sprint provides an independent view of KPIs, risk, economic effect, benchmarks and realistic reduction potential, supporting executive alignment and a decision about next steps.

When is Phase 3 implementation support useful?

It is particularly useful across multiple locations, complex stakeholder structures or broad operational management responsibilities, and where new routines need continuing support. It can be commissioned at the beginning alongside the core phases.
